Unfortunately, people abuse it heavily. Your posts can be flagged down even though they don't violate any rules -- for example, posting a no-pay gig which is clearly WITHIN the rules will very quickly result in the post being flagged down. Why? Because the "community" doesn't like it. It has nothing to do with rules. IOW, the "police" you refer to are actually self-serving anarchists.
